Understanding the Implications of DGFT Trade Notice 29/2026-27

The Directorate General of Foreign Trade (DGFT) has revised the composition of the Sub-Committee on Trade Finance under the Niryat Protsahan sub-scheme of the Export Promotion Mission (EPM). The new composition will apply uniformly to all trade finance interventions under the sub-scheme. The notice is issued with the approval of the Competent Authority and signed by Shri Ramesh Kumar Verma, Joint Director General of Foreign Trade.

Background

The Export Promotion Mission was launched through a series of Trade Notices under the Niryat Protsahan sub-scheme. A Sub-Committee on Trade Finance was set up to oversee and monitor how the trade finance interventions under it are carried out.

Until now, the composition of this Sub-Committee was notified separately for each intervention, through Trade Notice Nos. 20/2025-26 and 21/2025-26 (both dated 2 January 2026), 25/2025-26 (20 February 2026), and 31/2025-26 and 32/2025-26 (both dated 6 March 2026). The latest notice replaces this piecemeal arrangement with a single composition.

The Sub-Committee may co-opt members or invite other participants whenever required. It may also involve domain experts or industry representatives with demonstrated experience in trade finance for technical appraisal or otherwise.

What changes and what does not

What changes: The body overseeing trade finance interventions now has one common composition, covering government departments, financing institutions and credit guarantee bodies, with ECGC, IBA, IFSCA and factoring NBFCs as invitees.

What does not change: The notice says nothing about eligibility, benefits or application procedures. Exporters should continue to follow the specific Trade Notice for the intervention they are using.

What this means for exporters and MSMEs

This is a governance change, so exporters do not have new compliance steps because of it. Still, three points are worth noting:

  1. Common oversight. A single committee now looks across all Niryat Protsahan trade finance interventions, which should make oversight more consistent.
  2. Wider representation. Including MSME, financial services, guarantee and lending bodies, with experts available for technical appraisal, ties the scheme closely to the institutions that actually deliver export finance.
  3. No action needed yet. Exporters do not need to change anything today, but should keep following DGFT’s website for further Trade Notices under the sub-scheme.
